R E S O L U T I O N
 1-1           BE IT RESOLVED by the House of Representatives of the State
 1-2     of Texas, 76th Legislature, Regular Session, 1999, That House Rule
 1-3     13, Section 9(a), be suspended in part as provided by House Rule
 1-4     13, Section 9(f), to enable the conference committee appointed to
 1-5     resolve the differences on House Bill No. 2025, relating to the
 1-6     establishment and operation of the Border Health Institute, to
 1-7     consider and take action on the following matters:
 1-8           (1)  House Rule 13, Sections 9(a)(1), (3), and (4), are
 1-9     suspended to permit the committee to amend text that is not in
1-10     disagreement and to add additional text not included in either the
1-11     house or senate version of the bill, in Section 1 of the bill, in
1-12     added Section 151.004(a), Education Code, to read as follows:
1-13           (a)  The governing board of the institute is composed of the
1-14     chief executive officer or president of each entity that is a
1-15     member of the institute or that officer's or president's designee.
1-16           Explanation:  This change allows entities that participate in
1-17     the Border Health Institute that do not have a chief executive
1-18     officer but that do have a president to have the entity's president
1-19     be a member of the governing board of the institute or to appoint a
1-20     designee to the board.
1-21           (2)  House Rule 13, Sections 9(a)(1), (3), and (4), are
1-22     suspended to permit the committee to amend text that is not in
1-23     disagreement and to add additional text not included in either the
1-24     house or senate version of the bill, in Section 1 of the bill, in
 2-1     added Section 151.008, Education Code, to read as follows:
 2-2           Sec. 151.008.  ANNUAL REPORTING.  Each year, the institute
 2-3     shall provide to each member of the governing board of the
 2-4     institute and to each member of the legislature whose district
 2-5     includes any portion of a county where the Border Health Institute
 2-6     is established or operating an annual audited financial statement
 2-7     and a status report of each project undertaken by the institute.
 2-8           Explanation:  This change allows each member of the
 2-9     legislature whose district includes any portion of a county in
2-10     which the Border Health Institute is established or operating to
2-11     receive an annual audited financial statement and status report on
2-12     each project the institute has undertaken.
