R E S O L U T I O N 1-1 WHEREAS, Roy Garcia, athletic director and head basketball 1-2 coach for the Mission Consolidated Independent School District, 1-3 has been inducted into the City of Palms All Sports Hall of Honor, 1-4 and his many successful years as instructor, coach, and 1-5 administrator are indeed worthy of special legislative recognition; 1-6 and 1-7 WHEREAS, A Rio Grande Valley native, Mr. Garcia graduated 1-8 from Los Fresnos High School, excelling as an all-district 1-9 quarterback and a four-year letterman in basketball before his 1-10 graduation in 1961; and 1-11 WHEREAS, From 1961 to 1963 he played basketball and baseball 1-12 for Texas Southmost College on scholarship, and went on to join the 1-13 U.S. Army; returning to Los Fresnos to teach, he earned both his 1-14 bachelor's and master's degrees from East Texas State University, 1-15 and was named head baseball coach and sub-varsity football and 1-16 basketball coach at his high school alma mater; and 1-17 WHEREAS, After securing Los Fresnos' first baseball district 1-18 championship as part of his record, Mr. Garcia moved to Mission in 1-19 1972, accepting the positions of varsity offensive and defensive 1-20 line coach and head basketball coach; and 1-21 WHEREAS, In his 26 years with the Mission Consolidated 1-22 Independent School District, Coach Garcia and his teams have racked 1-23 up a remarkable string of successes and established a sporting 1-24 dynasty in South Texas; the Mission Eagles have won 11 district and 2-1 two bi-district titles, and one area championship, and they have 2-2 made the playoffs 15 times; and 2-3 WHEREAS, Coach Garcia is a long-standing member of the Texas 2-4 High School Coaches Association (THSCA), having served on the 2-5 Basketball Advisory Committee, the board of directors, and the 2-6 Ethics Committee; in 1986 he was chosen to coach the THSCA South 2-7 All-Stars team, and his team defeated the North squad 74-71; and 2-8 WHEREAS, In 1993, this outstanding sports leader was inducted 2-9 into the Rio Grande Valley Sports Hall of Fame and he has also 2-10 served as president of that organization; in addition, he was one 2-11 of only 24 U.S. coaches chosen to work with the top 125 high school 2-12 basketball players, as selected by the Nike corporation, during a 2-13 week-long basketball camp in Indiana; and 2-14 WHEREAS, Coach Garcia's winning record includes 560 games in 2-15 the plus column, and his latest victory is truly well deserved; as 2-16 he accepts his place among the ranks of South Texas' athletic 2-17 greats, it is most fitting that he be honored; now, therefore, be 2-18 it 2-19 RESOLVED, That the House of Representatives of the 76th Texas 2-20 Legislature hereby congratulate Mission head basketball coach Roy 2-21 Garcia on his induction into the City of Palms All Sports Hall of 2-22 Honor and extend to him best wishes for continued success and 2-23 happiness; and, be it further 2-24 RESOLVED, That an official copy of this resolution be 2-25 prepared for Coach Garcia as an expression of high regard by the 2-26 Texas House of Representatives.
