R E S O L U T I O N
 1-1           WHEREAS, The Texas House of Representatives takes great pride
 1-2     in recognizing Capital Area Mental Health Center (CAMHC), for this
 1-3     vital organization will soon celebrate its 20th year of providing
 1-4     affordable counseling to Central Texans; and
 1-5           WHEREAS, Each year almost 1,200 clients receive counseling
 1-6     through CAMHC, the only community mental health clinic in the
 1-7     Austin area offering services to low-income individuals that bases
 1-8     the length of treatment it provides on the clinical needs of the
 1-9     client; the nonprofit agency logs 7,000 hours of direct service
1-10     annually through a network of unpaid professionals that includes
1-11     125 licensed volunteers and 30 therapists-in-training; and
1-12           WHEREAS, Founded in 1980 by the Capital Area Psychological
1-13     Association to coordinate reduced-fee services, CAMHC was the first
1-14     mental health agency in the United States to be clinically staffed
1-15     solely by volunteers and it remains one of only a handful today;
1-16     and
1-17           WHEREAS, The base of volunteers at the center has grown
1-18     through the years to include not only licensed psychologists, but
1-19     also clinical social workers, professional counselors, and
1-20     psychiatrists; an extensive graduate training program was
1-21     established to increase the number of clients being served, and
1-22     CAMHC continues to offer the only Austin-area placement for
1-23     therapists-in-training to gain and practice skills in long-term
1-24     psychotherapy; and
 2-1           WHEREAS, In this positive and encouraging setting, clients
 2-2     can work toward effecting meaningful and positive change in their
 2-3     lives and  can develop the skills they need to function more
 2-4     effectively on their own and as members of the community; and
 2-5           WHEREAS, For almost two decades, the admirable volunteers of
 2-6     CAMHC have provided countless Texans with a broad array of
 2-7     invaluable mental health services, and it is indeed appropriate to
 2-8     recognize them for their selfless efforts at this time; now,
 2-9     therefore, be it
2-10           RESOLVED, That the House of Representatives of the 76th Texas
2-11     Legislature hereby commemorate the upcoming 20th anniversary of
2-12     Capital Area Mental Health Center and commend its many dedicated
2-13     volunteers for their generous work in behalf of this worthy
2-14     endeavor.
