R E S O L U T I O N 1-1 WHEREAS, The members of the Texas House of Representatives 1-2 join with the students, teachers, staff, and parents of Pharr's 1-3 Napper Elementary School in celebrating the institution's recent 1-4 designation as a Blue Ribbon School by the United States Department 1-5 of Education; and 1-6 WHEREAS, This prestigious award is given to the finest 1-7 schools in the nation that have displayed a commitment to achieving 1-8 academic excellence, fostering responsible student behavior, and 1-9 providing educators with the recognition, training, and assistance 1-10 they deserve for their exceptional efforts; and 1-11 WHEREAS, Under the capable leadership of principal Anna Maria 1-12 Perez, Napper Elementary School has consistently demonstrated these 1-13 qualities and is widely known for its innovative and challenging 1-14 programs; and 1-15 WHEREAS, Although more than 95 percent of the student 1-16 population at the school is classified as "at risk," the focus at 1-17 Napper Elementary School is on strengthening the link among 1-18 self-concept, learning, and behavior, and this technique has 1-19 achieved outstanding results; and 1-20 WHEREAS, In addition to its designation as a Blue Ribbon 1-21 School, Napper Elementary has received statewide recognition as an 1-22 Exceptional School and was also selected to serve as a Mentor 1-23 School by the Texas Education Agency; and 1-24 WHEREAS, Napper Elementary School is one of the most 2-1 remarkable institutions of its kind in the State of Texas and the 2-2 United States, and it is indeed appropriate that the school be 2-3 given special legislative recognition in light of this recent 2-4 honor; now, therefore, be it 2-5 RESOLVED, That the House of Representatives of the 76th Texas 2-6 Legislature hereby congratulate the students, parents, teachers, 2-7 and staff of Napper Elementary School on receiving a national Blue 2-8 Ribbon School award and commend them for their unwavering 2-9 commitment to excellence in education; and, be it further 2-10 RESOLVED, That an official copy of this resolution be 2-11 prepared for prominent display at Napper Elementary School as an 2-12 expression of high regard by the Texas House of Representatives.
