No. 1046 76R15420 MDM-D R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Elvin Franklin, Jr., for his outstanding commitment to the 1-3 residents of Houston; and 1-4 WHEREAS, Self-employed since 1970 when he established Elvin 1-5 Franklin's Insurance Agency, this esteemed gentleman is affiliated 1-6 with a number of local, state, and national organizations related 1-7 to his profession; and 1-8 WHEREAS, Mr. Franklin's admirable civic involvement includes 1-9 leadership positions with many community associations, including 1-10 the Grambling State University Foundation Board, the Houston 1-11 Chapter of the Grambling Alumni Association, and the Harris County 1-12 Hospital District Board of Managers; he is a charter member of the 1-13 Greenspoint Rotary Club and the North Houston Chamber of Commerce 1-14 and has held offices in both; and 1-15 WHEREAS, This dedicated community leader also shares his time 1-16 and energy as a member of the NAACP, Riverwood Estates Civic Club, 1-17 Aldine Independent School District Scholarship Endowment Board, and 1-18 he further serves on the boards of the Texas Medical Center and 1-19 Northeast YMCA; and 1-20 WHEREAS, His well-deserved accolades include being named a 1-21 1999 Distinguished Alumni of Grambling State University and winning 1-22 a 1996 Outstanding Gramblinite Award, and he has been honored as 1-23 Rotarian of the Year by the Greenspoint Rotary Club and Northeast 1-24 YMCA Volunteer of the Year; in addition, Mr. Franklin is a 2-1 recipient of a lifetime membership award by the North Houston 2-2 Greenspoint Chamber of Commerce and he has been chosen Businessman 2-3 of the Year and Small Businessman of the Year by several entities; 2-4 and 2-5 WHEREAS, Mr. Franklin is a graduate of Charles Brown High 2-6 School in Springhill, Louisiana, and he attended Grambling State 2-7 University, where he earned a bachelor's degree in industrial arts 2-8 education in 1964; he pursued advanced studies toward his master's 2-9 degree at Mississippi State University and also pursued life 2-10 underwriting training in 1986; and 2-11 WHEREAS, He is supported in all his endeavors by his wife, 2-12 Ann, and his two children, Fred Franklin and Dr. Rhonda Franklin 2-13 Drayton; and 2-14 WHEREAS, Throughout his life, Elvin Franklin, Jr., has 2-15 aspired to the highest level of professionalism and achievement, 2-16 and his significant efforts in behalf of his fellow citizens are 2-17 truly exemplary; now, therefore, be it 2-18 RESOLVED, That the House of Representatives of the 76th Texas 2-19 Legislature hereby commend Elvin Franklin, Jr., for his myriad 2-20 contributions to the betterment of his community and extend to him 2-21 sincere best wishes for continued success and happiness; and, be it 2-22 further 2-23 RESOLVED, That an official copy of this resolution be 2-24 prepared for Mr. Franklin as an expression of high regard by the 2-25 Texas House of Representatives.
