R E S O L U T I O N 1-1 WHEREAS, Houston police officer Clarence Robin Kirk has long 1-2 been an outstanding community leader, and it is indeed appropriate 1-3 that he be recognized for his myriad civic contributions; and 1-4 WHEREAS, A native of Houston, Mr. Kirk was an all-state 1-5 football player before graduating from St. Pius X High School in 1-6 1972, and he worked as a coach and physical education instructor 1-7 there from 1974 to 1979, helping to guide several football and 1-8 baseball teams to state championships; he later earned a bachelor's 1-9 degree from Texas Southern University in 1996 and is currently 1-10 working on his master's degree in administrative education; and 1-11 WHEREAS, Officer Kirk began his lengthy tenure with the 1-12 Houston Police Department in July 1979, serving first as a field 1-13 training officer for two years and then with the Chiefs Fear 1-14 Reduction Program for four years, during which time he developed 1-15 and implemented the highly successful and nationally recognized 1-16 community station concept and Neighborhood Oriented Policing 1-17 program; and 1-18 WHEREAS, Since 1985 this outstanding law enforcement officer 1-19 has worked for the Northline Park Community Station, the first 1-20 station of its kind to be opened in North Houston; an instructor 1-21 for the Houston Police Department Police Academy, Officer Kirk has 1-22 also been instrumental in organizing civic organizations against 1-23 crime, deterring gang activity, and investigating narcotics 1-24 trafficking; and 2-1 WHEREAS, He has been active with several other security 2-2 endeavors, working as head of security at Texas Commerce Bank, as 2-3 director of security at Parkway Hospital, and as director of 2-4 security at Northline Point Apartments; he has also donated his 2-5 time and expertise as a part-time football coach at St. Thomas 2-6 High School since 1996 and serves as a popular guest speaker at 2-7 numerous events; and 2-8 WHEREAS, During his peacekeeping career he has earned 60 2-9 letters of commendation and a host of awards, and he has been 2-10 honored in the past as the Houston Police Department Officer of the 2-11 Year, the Northeast Chamber of Commerce Officer of the Month, the 2-12 Channel 13 Television Station Officer of the Week on two occasions, 2-13 and the Greater Greenspoint Management District Officer of the 2-14 Month; and 2-15 WHEREAS, Throughout the years this devoted family man has 2-16 continued to draw strength and inspiration from his wife, Patsy, 2-17 and their two beloved sons, Ash and Brandon; and 2-18 WHEREAS, Clarence Robin Kirk has distinguished himself as a 2-19 public servant of ability and integrity, and it is most fitting 2-20 that we pay tribute to him at this time; now, therefore, be it 2-21 RESOLVED, That the House of Representatives of the 76th Texas 2-22 Legislature hereby honor Clarence Robin Kirk for his outstanding 2-23 civic leadership and extend to him sincere best wishes for 2-24 continued success and happiness; and, be it further RESOLVED, 2-25 That an official copy of this resolution be prepared for Officer 2-26 Kirk as an expression of high regard by the Texas House of 2-27 Representatives.
