R E S O L U T I O N
 1-1           WHEREAS, Andrew Phelan has been awarded the prestigious rank
 1-2     of Eagle Scout on May 30, 1999, and this noteworthy accomplishment
 1-3     is truly worthy of special praise and recognition; and
 1-4           WHEREAS, Eagle Scout Phelan is a valued member of Troop 28 of
 1-5     the First United Methodist Church of Colleyville, Texas, where he
 1-6     has earned the respect and admiration of his fellow scouts through
 1-7     his strong commitment to scouting's ideals; his dedication to these
 1-8     worthy principles will no doubt inspire other members of his troop
 1-9     to aspire to the rank of Eagle Scout as well; and
1-10           WHEREAS, Mr. Phelan demonstrated leadership by completing his
1-11     Eagle Scout project, in which he renovated the volleyball court at
1-12     the First United Methodist Church of Colleyville, and by surpassing
1-13     the expectations of the Eagle Scout Board by earning 44 merit
1-14     badges, and by being a Senior Patrol Leader and a member of the
1-15     Order of the Arrow; Mr. Phelan's exemplary accomplishments and
1-16     perseverance will serve him well as he faces the challenges and
1-17     opportunities awaiting him along life's road, and we can no doubt
1-18     expect even greater things from this remarkable young Texan in the
1-19     future; now, therefore, be it
1-20           RESOLVED, That the House of Representatives of the 76th Texas
1-21     Legislature hereby recognize and honor the accomplishments of
1-22     Andrew Phelan; and, be it further
1-23           RESOLVED, That an official copy of this resolution be
1-24     prepared as an expression of the high regard and esteem of the
 2-1     Texas House of Representatives.
