                                 R E S O L U T I O N
 1-1           BE IT RESOLVED by the House of Representatives of the State
 1-2     of Texas, 76th Legislature, Regular Session, 1999, That House Rule
 1-3     13, Section 9(a), be suspended in part as provided by House Rule
 1-4     13, Section 9(f), to enable the conference committee appointed to
 1-5     resolve the differences on House Bill No. 1945, relating to the
 1-6     creation of permanent funds for certain public health purposes
 1-7     conducted by institutions of higher education, to consider and take
 1-8     action on the following matters:
 1-9           (1)  House Rule 13, Section 9(a)(1), is suspended to permit
1-10     the committee to amend text that is not in disagreement, in Section
1-11     3(b) of the bill, to read as follows:
1-12           (b)  On the effective date of this Act, the comptroller shall
1-13     transfer from the general revenue fund to the separate permanent
1-14     endowment trust fund established by Subchapter B, Chapter 63,
1-15     Education Code, as added by this Act, for each of the following
1-16     institutions of higher education or components of an institution of
1-17     higher education the following amounts:
1-18                 . . .
1-19                 (12)  the regional academic health center established
1-20     under Section 74.611, Education Code - $20 million; and . . . .
1-21           Explanation:  This change is necessary to increase the amount
1-22     of the permanent endowment fund established by Subchapter B,
1-23     Chapter 63, Education Code, as proposed by H.B. 1945, for the
1-24     regional academic health center established under Section 74.611,
 2-1     Education Code, from $5 million to $20 million.
 2-2           (2)  House Rule 13, Sections 9(a)(3) and (4), are suspended
 2-3     to permit the committee to add text not included in either the
 2-4     house or senate version of the bill, in Section 3 of the bill, to
 2-5     read as follows:
 2-6           (e)  On the effective date of this Act, the comptroller shall
 2-7     transfer $1 million from the general revenue fund to the Texas
 2-8     Higher Education Coordinating Board to fund a contract with the
 2-9     Baylor University Medical Center in Dallas for the Institute of
2-10     Metabolic Disease to study the relationship of maternal smoking and
2-11     metabolic derangements to the impaired growth rate in low-weight
2-12     infants, and for the Division of Prevention and Wellness to support
2-13     an antitobacco task force.  If the coordinating board enters into a
2-14     contract under this subsection, the coordinating board shall enter
2-15     into the contract in the same manner as a contract entered into
2-16     under Section 61.092, Education Code, as amended by this Act.
2-17           Explanation:  This change is necessary to allow the transfer
2-18     of $1 million to the Texas Higher Education Coordinating Board to
2-19     fund a contract with the Baylor University Medical Center in Dallas
2-20     to study tobacco-related health issues and conduct related
2-21     activities.
