R E S O L U T I O N 1-1 BE IT RESOLVED, BY THE House of Representatives of the State 1-2 of Texas, that House Rules 13, Chapter C, Section 9(a) and 9(b), be 1-3 suspended in part as provided by House Rule, Chapter C, Section 1-4 9(f) to enable consideration of, and action on, the following 1-5 specific matters which may be contained in the Conference Committee 1-6 Report on House Bill 1. 1-7 1. Salary Policy 1-8 The Conference Committee Report provides appropriations for a 1-9 $100 per month salary increase in the first year of the 1-10 biennium for employees of state agencies and for non-faculty 1-11 employees of institutions of higher education. The salary 1-12 increase includes county extension agents and employees of 1-13 health science institutions paid through interagency contract 1-14 to provide services to inmates of correctional facilities. 1-15 Salaries are increased for law enforcement officers classified 1-16 under Salary Schedule C of Article IX through separate salary 1-17 schedule adjustments. Contingent on the availability of 1-18 additional revenues, appropriations are provided in the second 1-19 year of the biennium for a 3% salary increase for faculty at 1-20 institutions of higher education. This salary increase 1-21 includes faculty at general academic institutions, technical 1-22 colleges, service agencies, and health science institutions. 1-23 2. Format Changes 1-24 For each general academic institution, service agency, health 2-1 center, health science center, technical college, and system 2-2 office, the Conference Committee Report combines all strategy 2-3 appropriations into one single appropriation with the 2-4 individual strategies shown, for information only, as the first 2-5 rider in the institution's bill pattern. This format change 2-6 does not affect the amount of appropriations to any institution 2-7 or the method of financing any institution's appropriations.
