R E S O L U T I O N
 1-1           BE IT RESOLVED by the House of Representatives of the State
 1-2     of Texas, 76th Legislature, Regular Session, 1999, That House Rule
 1-3     13, Section 9(a), be suspended in part as provided by House Rule
 1-4     13, Section 9(f), to enable the conference committee appointed to
 1-5     resolve the differences on Senate Bill No. 1423, relating to
 1-6     providing supplemental financial assistance and services to certain
 1-7     grandparents, to consider and take action on the following matter:
 1-8           House Rule 13, Sections 9(a)(1), (2), and (4), are suspended
 1-9     to permit the committee to amend Section 1 of the bill to read as
1-10     follows:
1-11           SECTION 1.  Subchapter A, Chapter 31, Human Resources Code,
1-12     is amended by adding Section 31.0041 to read as follows:
1-13           Sec. 31.0041.  SUPPLEMENTAL FINANCIAL ASSISTANCE FOR CERTAIN
1-14     PERSONS.  (a)  To the extent funds are appropriated for this
1-15     purpose, the department may provide supplemental financial
1-16     assistance in addition to the amount of financial assistance
1-17     granted for the support of a dependent child under Section 31.003
1-18     to a person who:
1-19                 (1)  is 50 years of age or older;
1-20                 (2)  is the grandparent of the dependent child, as
1-21     defined by Section 31.002, who lives at the person's residence;
1-22                 (3)  is the primary caretaker of the dependent child;
1-23                 (4)  has a family income that is at or below 100
1-24     percent of the federal poverty level; and
 2-1                 (5)  does not have resources that exceed the amount
 2-2     allowed for financial assistance under this chapter.
 2-3           (b)  Supplemental financial assistance provided to a person
 2-4     under this section may include one or more cash payments, not to
 2-5     exceed a total of $1,000, after determination of eligibility for
 2-6     supplemental financial assistance under this section.
 2-7           (c)  The department shall inform an applicant for financial
 2-8     assistance under this chapter who meets the eligibility
 2-9     requirements under Subsection (a) of the availability of
2-10     supplemental financial assistance.
2-11           (d)  The department shall maintain complete records and
2-12     compile statistics regarding the number of households that receive
2-13     supplemental financial assistance under this section.
2-14           (e)  After a person receives supplemental financial
2-15     assistance under Subsection (b) on behalf of a dependent child, no
2-16     other person is eligible under Subsection (a) to receive
2-17     supplemental financial assistance on behalf of that child.
2-18           Explanation:  This amendment is necessary to limit
2-19     eligibility for supplemental financial assistance provided by
2-20     Section 31.0041, Human Resources Code, as added by the bill, and to
2-21     allow the Texas Department of Human Services to provide
2-22     supplemental financial assistance to the extent funds are
2-23     appropriated for that purpose.
