R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives takes great pride 1-2 in recognizing the outstanding tenure of Texas Banking Commissioner 1-3 Catherine A. Ghiglieri, for her exceptional service indeed merits 1-4 special legislative recognition; and 1-5 WHEREAS, Ms. Ghiglieri was appointed to the commissioner's 1-6 post in 1992, and she is the first woman to hold this important 1-7 office and only the fifth commissioner in the agency's 55-year 1-8 history; she also held the positions of chairman of the Prepaid 1-9 Funeral Guaranty Fund, director for Access to Financial Services, 1-10 and executive director of the Finance Commission of Texas; and 1-11 WHEREAS, Her experience and insight have served the State of 1-12 Texas well, particularly in the area of reform; under her able 1-13 guidance, many internal banking department policies and procedures 1-14 were updated, and her efforts were recognized with department 1-15 accreditation by the Conference of State Bank Supervisors as a 1-16 model of modern state banking regulation; and 1-17 WHEREAS, Foremost among the department's many achievements in 1-18 behalf of Lone Star citizens during Ms. Ghiglieri's tenure was 1-19 passage of the Texas Banking Act in 1995, a complete rewrite of the 1-20 state's 50-year-old banking laws; Ms. Ghiglieri also played a key 1-21 role in the 1997 Texas Trust Company Act and the 1999 Interstate 1-22 Branching and Banking Bill; and 1-23 WHEREAS, This dedicated public servant is leaving the Texas 1-24 Department of Banking to pursue personal goals and challenges; her 2-1 impressive record of service with the state portends success in any 2-2 endeavor she may undertake, and though she will be deeply missed, 2-3 it is a great pleasure to honor her at this time; now, therefore, 2-4 be it 2-5 RESOLVED, That the House of Representatives of the 76th Texas 2-6 Legislature hereby commend Catherine A. Ghiglieri for her many 2-7 years of service to the state and extend to her best wishes for 2-8 continued success and happiness; and, be it further 2-9 RESOLVED, That an official copy of this resolution be 2-10 prepared for Ms. Ghiglieri as an expression of highest regard by 2-11 the Texas House of Representatives.
