R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to 1-2 congratulate William L. "Bill" Chapman on his retirement as 1-3 superintendent of the Kenedy School District on June 30, 1999, as 1-4 he concludes an outstanding 38-year career dedicated to educational 1-5 excellence; and 1-6 WHEREAS, Born on May 5, 1933, in Corpus Christi, Mr. Chapman 1-7 moved with his family to Karnes City as a young child and graduated 1-8 from high school in 1950; he attended Texas A&M University and 1-9 Southwest Texas State University and graduated in 1955 with a 1-10 teaching certificate; in the 1960s he earned his master's degree in 1-11 school administration from Southwest Texas State University and 1-12 additional certification in science from the University of 1-13 Arkansas; and 1-14 WHEREAS, Mr. Chapman served his country with distinction as a 1-15 member of the United States Army in Korea; he then went to work for 1-16 Phillips Petroleum in Bay City as a laboratory technician and in 1-17 1960, following the passing of his wife, the former Peggy Schnabel, 1-18 he and their young daughter moved back to Karnes City; and 1-19 WHEREAS, As a member of the Kenedy School District staff he 1-20 started his career teaching seventh and eighth grade earth and life 1-21 science and quickly assumed the additional responsibilities of 1-22 junior high assistant football and basketball coach and high school 1-23 tennis coach; he became director of federal programs in 1965 for 1-24 both Kenedy and Karnes City schools, and in 1980 he accepted the 2-1 post of superintendent of the Kenedy district; and 2-2 WHEREAS, One highlight of his praiseworthy tenure as 2-3 superintendent is his support of the successful Karnes County 2-4 Academy, a self-paced school for dropouts from six school districts 2-5 who can earn sufficient credits for graduation; and 2-6 WHEREAS, In honor of his deep commitment, Mr. Chapman was 2-7 named 1993 Region III Superintendent of the Year by the Texas 2-8 Association of School Boards and 1990 Educator of the Year by the 2-9 Association of Compensatory Educators of Texas; his professional 2-10 involvements have included service as legislative advisor and 2-11 president of the Equity Center, chairman of the legislative 2-12 committee for the Association of Compensatory Educators of Texas, 2-13 and president of the Karnes County Teachers Association; and 2-14 WHEREAS, Mr. Chapman and his wife of 31 years, Florence, who 2-15 recently retired from the adult probation department in Atascosa 2-16 County, plan to spend time with their two children and four 2-17 grandchildren and Mr. Chapman looks forward to yard work and 2-18 gardening; and 2-19 WHEREAS, Throughout his career, Bill Chapman set high 2-20 standards to which all educators and administrators may aspire, and 2-21 he is indeed worthy of special recognition at this time; now, 2-22 therefore, be it 2-23 RESOLVED, That the House of Representatives of the 76th Texas 2-24 Legislature hereby commend William L. "Bill" Chapman for his 2-25 dedication to the students of Texas and extend to him sincere best 2-26 wishes for a happy and fulfilling retirement; and, be it further 2-27 RESOLVED, That an official copy of this resolution be 3-1 prepared for Mr. Chapman as an expression of high regard by the 3-2 Texas House of Representatives.
