R E S O L U T I O N
 1-1           BE IT RESOLVED by the House of Representatives of the State
 1-2     of Texas, 76th Legislature, Regular Session, 1999, That House Rule
 1-3     13, Section 9(a), be suspended in part as provided by House Rule
 1-4     13, Section 9(f), to enable the conference committee appointed to
 1-5     resolve the differences between the house and senate versions of
 1-6     H.B. 400, relating to the creation of certain district courts, to
 1-7     consider and take action on the following matter:
 1-8           House Rule 13, Section 9(a)(4), is suspended to permit the
 1-9     committee to add the following SECTION to read as follows:
1-10           SECTION 26.  (a)  Except as provided by Subsection (b) of
1-11     this section, for purposes of Section 201.027, Election Code, the
1-12     effective date of the Act creating the office is the effective date
1-13     of the Government Code section establishing the court under this
1-14     Act.
1-15           (b)  This section does not apply to the creation of the
1-16     office of judge for a judicial district created by Section 15 of
1-17     this Act.
1-18           Explanation:  This change is necessary to clarify that, for
1-19     purposes of Section 201.027, Election Code, the effective date of
1-20     the Act creating the offices of judge of the 379th, 386th, 387th,
1-21     388th, 389th, 390th, 391st, 393rd, 395th, 396th, 398th, 399th,
1-22     400th,  401st,  402nd,  403rd,  407th,  408th,  and  409th judicial
1-23     districts is the effective date of each Government Code section
1-24     establishing each of those districts under H.B. 400.
