R E S O L U T I O N 1-1 WHEREAS, This year marks Robert I. "Bob" Kelly's 30th as a 1-2 member of the legislative community, and it is a privilege to honor 1-3 him for the vast contributions he has made to the work of this 1-4 chamber; and 1-5 WHEREAS, Mr. Kelly can truly say that he has given state 1-6 government the best years of his life to date, for he began his 1-7 tenure with the Texas Legislative Council on January 8, 1969, and 1-8 under his expert stewardship the council has grown from a small 1-9 operation where bills were drafted on typewriters to a major 1-10 legislative support agency comprising 476 employees; and 1-11 WHEREAS, Far from limiting his service to the council alone, 1-12 this respected gentleman first came to the chamber as assistant 1-13 parliamentarian in the 64th Legislature and, after receiving his 1-14 training from the master, Bob Johnson, over the course of three 1-15 sessions, Mr. Kelly was named parliamentarian during the 67th 1-16 Legislature, in which capacity he has reigned supreme ever since; 1-17 and 1-18 WHEREAS, Mr. Kelly became executive director of the council 1-19 on March 1, 1980, and his management of the agency and knowledge of 1-20 his staff's abilities is rivaled only by his mastery of the house 1-21 rules and legislative process, and his love for golf and hunting; 1-22 and 1-23 WHEREAS, With the session drawing to a close, it is most 1-24 appropriate that we commend Mr. Kelly for completing yet another 2-1 bogey-free round; now, therefore, be it 2-2 RESOLVED, That the House of Representatives of the 76th Texas 2-3 Legislature hereby honor Robert I. "Bob" Kelly for his exceptional 2-4 service as parliamentarian during this regular session and extend 2-5 to him sincere best wishes for a happy and relaxing interim; and, 2-6 be it further 2-7 RESOLVED, That an official copy of this resolution be 2-8 prepared for Mr. Kelly as an expression of high regard by the Texas 2-9 House of Representatives.
