R E S O L U T I O N
 1-1           WHEREAS, The successful operation of the Texas House of
 1-2     Representatives during the 76th legislative session has been
 1-3     greatly enhanced by the dedicated efforts of the staff of the Chief
 1-4     Clerk's Office; and
 1-5           WHEREAS, Holding the office of chief clerk of the house is
 1-6     Sharon Carter, whose post is essential to the orderly and efficient
 1-7     functioning of the house; the chief clerk's responsibilities touch
 1-8     nearly every aspect of the legislative process, and Ms. Carter has
 1-9     performed each of her many demanding duties with the utmost
1-10     efficiency and professionalism, while expertly managing a large
1-11     staff that comprises the Chief Clerk's Office, Journal Clerk's
1-12     Office, the Committee Services Division, the Office of House Bill
1-13     Analysis, and the sergeant-at-arms; and
1-14           WHEREAS, Under the direction of assistant chief clerk Robert
1-15     Haney, the staff of the chief clerk's office has attended to a host
1-16     of crucial administrative responsibilities, including recording the
1-17     actions on all bills and resolutions and processing all official
1-18     versions of proposed legislation as it proceeded through the
1-19     process; and
1-20           WHEREAS, Under the direction of journal clerk Elena Castaldi,
1-21     the Journal Clerk's Office has painstakingly prepared, published,
1-22     and maintained the official journals of house proceedings and has
1-23     made this important record of legislative history available on a
1-24     daily basis; and
 2-1           WHEREAS, The Committee Services Division, directed by manager
 2-2     John W. Webb, has contributed support to all house standing
 2-3     committees throughout the session, and it also supports the
 2-4     operations of select and interim committees and serves as the
 2-5     official repository for committee records year-round; and
 2-6           WHEREAS, Sergeant-at-arms Rod Welsh and his staff have
 2-7     consistently maintained order in the house chamber and meeting
 2-8     rooms and have assisted all officers of the house in carrying out
 2-9     their administrative duties; and
2-10           WHEREAS, The latest addition to the Chief Clerk's Office has
2-11     been the Office of House Bill Analysis; manager Marco Martinez and
2-12     his staff have analyzed every introduced house bill and joint
2-13     resolution and all engrossed senate bills and joint resolutions,
2-14     and they have more than proven their merit in their first
2-15     legislative session; and
2-16           WHEREAS, The conscientious efforts of Ms. Carter and each
2-17     member of her fine staff have ably supported the members of this
2-18     chamber throughout this regular session, and their service is
2-19     greatly appreciated; now, therefore, be it
2-20           RESOLVED, That the House of Representatives of the 76th Texas
2-21     Legislature hereby commend the exemplary staff of the Chief Clerk's
2-22     Office and extend to them best wishes for the future; and, be it
2-23     further
2-24           RESOLVED, That an official copy of this resolution be
2-25     prepared for the staff of the Chief Clerk's Office as an expression
2-26     of high regard by the Texas House of Representatives.
