AN ACT
 1-1     relating to the penalty for certain offenses concerning the sale of
 1-2     cigarettes.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 154.510, Tax Code, is amended to read as
 1-5     follows:
 1-6           Sec. 154.510.  MISDEMEANOR.  An offense under Sections
 1-7     154.502, 154.503, or 154.505 through 154.509 is a Class A
 1-8     misdemeanor.
 1-9           SECTION 2.  This Act takes effect September 1, 1999.
1-10           SECTION 3.  The importance of this legislation and the
1-11     crowded condition of the calendars in both houses create an
1-12     emergency and an imperative public necessity that the
1-13     constitutional rule requiring bills to be read on three several
1-14     days in each house be suspended, and this rule is hereby suspended.
