 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the penalty for certain offenses concerning the sale of
 1-9     cigarettes.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Section 154.510, Tax Code, is amended to read as
1-12     follows:
1-13           Sec. 154.510.  MISDEMEANOR.  An offense under Sections
1-14     154.502, 154.503, or 154.505 through 154.509 is a Class A
1-15     misdemeanor.
1-16           SECTION 2.  This Act takes effect September 1, 1999.
1-17           SECTION 3.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
