                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to a study by the commissioner of education concerning the
 1-2     first instructional day of the school year.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter C, Chapter 25, Education Code, is
 1-5     amended by adding Section 25.0811 to read as follows:
 1-6           Sec. 25.0811.  STUDY CONCERNING FIRST INSTRUCTIONAL DAY.  The
 1-7     commissioner shall study the effects of a law prohibiting a school
 1-8     district from beginning instruction for students for a school year
 1-9     before September 1.  The commissioner shall include in the study
1-10     the effects such a law would have on students, parents, school
1-11     personnel, school districts, local economies, and the state
1-12     economy.  The commissioner shall report the results of the study to
1-13     the legislature not later than January 31, 2001.  This section
1-14     expires February 1, 2001.
1-15           SECTION 2.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended,
1-20     and that this Act take effect and be in force from and after its
1-21     passage, and it is so enacted.
