No. 40 By: Cain A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to a study by the commissioner of education concerning the 1-10 first instructional day of the school year. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Subchapter C, Chapter 25, Education Code, is 1-13 amended by adding Section 25.0811 to read as follows: 1-14 Sec. 25.0811. STUDY CONCERNING FIRST INSTRUCTIONAL DAY. The 1-15 commissioner shall study the effects of a law prohibiting a school 1-16 district from beginning instruction for students for a school year 1-17 before September 1. The commissioner shall include in the study 1-18 the effects such a law would have on students, parents, school 1-19 personnel, school districts, local economies, and the state 1-20 economy. The commissioner shall report the results of the study to 1-21 the legislature not later than January 31, 2001. This section 1-22 expires February 1, 2001. 1-23 SECTION 2. The importance of this legislation and the 1-24 crowded condition of the calendars in both houses create an 1-25 emergency and an imperative public necessity that the 1-26 constitutional rule requiring bills to be read on three several 1-27 days in each house be suspended, and this rule is hereby suspended, 1-28 and that this Act take effect and be in force from and after its 1-29 passage, and it is so enacted. 1-30 * * * * *
