1-5 Education Act (Article 4413(29c), Vernon's Texas Civil Statutes),
1-6 is amended by amending Subsection (c) and adding Subsection (f) to
 1-7 read as follows:
1-8 (c) Except as provided by Subsection (f) of this section, a
1-9 [A] driver education instructor license may not be issued
1-10 authorizing a person to teach or give classroom driver education
1-11 training unless the person:
1-12 (1) has completed nine semester hours of driver and
1-13 traffic safety education or a program of study in driver education

2-6 (4) demonstrates, in a manner prescribed by the
2-7 commissioner, the intention to comply with the examination
2-8 requirement at the first available opportunity.
2-9 SECTION 2. The importance of this legislation and the
2-10 crowded condition of the calendars in both houses create an
2-11 emergency and an imperative public necessity that the
2-12 constitutional rule requiring bills to be read on three several
2-13 days in each house be suspended, and this rule is hereby suspended,
2-14 and that this Act take effect and be in force from and after its
2-15 passage, and it is so enacted.
