A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to qualifications for instructors of classroom driver
1-3 education in driver education schools.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 15A, Texas Driver and Traffic Safety
1-6 Education Act (Article 4413(29c), Vernon's Texas Civil Statutes),
1-7 is amended by amending Subsection (c) and adding Subsection (f) to
1-8 read as follows:
1-9 (c) Except as provided by Subsection (f), a [A] driver
1-10 education instructor license may not be issued authorizing a person
1-11 to teach or give classroom driver education training unless the
1-12 person:
1-13 (1) has completed nine semester hours of driver and
1-14 traffic safety education or a program of study in driver education
1-15 approved by the board from an approved driver education school; and
1-16 (2) holds a teaching certificate and any additional
1-17 certification required to teach driver education.
1-18 (f) A temporary, nonrenewable driver education instructor
1-19 license valid for a six-month period may be issued authorizing a
1-20 person to teach or give classroom driver education training if the
1-21 person:
1-22 (1) has completed the educational requirements for a
1-23 classroom driver education instructor prescribed under Subsection
1-24 (c)(1) of this section;
2-1 (2) holds a Texas teaching certificate with an
2-2 effective date before February 1, 1986;
2-3 (3) meets all requirements for licensure, other than
2-4 successful completion of the examination required under rules
2-5 adopted by the State Board for Educator Certification to revalidate
2-6 the teaching certificate; and
2-7 (4) demonstrates, in a manner prescribed by the
2-8 commissioner, the intention to comply with the examination
2-9 requirement at the first available opportunity.
2-10 SECTION 2. The importance of this legislation and the
2-11 crowded condition of the calendars in both houses create an
2-12 emergency and an imperative public necessity that the
2-13 constitutional rule requiring bills to be read on three several
2-14 days in each house be suspended, and this rule is hereby suspended,
2-15 and that this Act take effect and be in force from and after its
2-16 passage, and it is so enacted.
