A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the designation of March 31 as Cesar Chavez Day.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 662.021, Government Code, is amended to
1-5 read as follows:
1-6 Sec. 662.021. DATES OF HOLIDAYS. A legal holiday includes
1-7 only the following days:
1-8 (1) a national holiday under Section 662.003(a); and
1-9 (2) a state holiday under Sections 662.003(b)(1)
1-10 through (7) [(6)].
1-11 SECTION 2. Section 662.003(b), Government Code, is amended
1-12 to read as follows:
1-13 (b) A state holiday includes only the following days:
1-14 (1) the 19th day of January, "Confederate Heroes Day,"
1-15 in honor of Jefferson Davis, Robert E. Lee, and other Confederate
1-16 heroes;
1-17 (2) the second day of March, "Texas Independence Day";
1-18 (3) the 31st day of March, "Cesar Chavez Day," in
1-19 observance of the birthday of Cesar Estrada Chavez;
1-20 (4) the 21st day of April, "San Jacinto Day";
1-21 (5) [(4)] the 19th day of June, "Emancipation Day in
1-22 Texas," in honor of the emancipation of the slaves in Texas in
1-23 1865;
1-24 (6) [(5)] the 27th day of August, "Lyndon Baines
2-1 Johnson Day," in observance of the birthday of Lyndon Baines
2-2 Johnson;
2-3 (7) [(6)] every day on which an election is held
2-4 throughout the state;
2-5 (8) [(7)] the Friday after Thanksgiving Day;
2-6 (9) [(8)] the 24th day of December; and
2-7 (10) [(9)] the 26th day of December.
2-8 SECTION 3. This Act takes effect September 1, 1999.
2-9 SECTION 4. The importance of this legislation and the
2-10 crowded condition of the calendars in both houses create an
2-11 emergency and an imperative public necessity that the
2-12 constitutional rule requiring bills to be read on three several
2-13 days in each house be suspended, and this rule is hereby suspended.
