                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the removal of members of the board of managers of
 1-2     certain hospital districts.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter B, Chapter 281, Health and Safety
 1-5     Code, is amended by adding Section 281.031 to read as follows:
 1-6           Sec. 281.031.  REMOVAL FROM OFFICE.  A member of the board of
 1-7     a district for a county with a population of one million or more
 1-8     that contains two or more municipalities with a population of
 1-9     250,000 or more may be removed from office at will by the
1-10     commissioners court of that county.
1-11           SECTION 2.  The change in law made by this Act applies only
1-12     to a member of a board of hospital managers appointed on or after
1-13     the effective date of this Act.
1-14           SECTION 3.  This Act takes effect September 1, 1999.
1-15           SECTION 4.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
