 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to the priority of a water right authorizing a transfer of
1-11     water from a river basin in this state to another river basin.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Subsections (s) and (t), Section 11.085, Water
1-14     Code, are repealed.
1-15           SECTION 2.  (a)  This Act applies only to an application for
1-16     a water right, or an amendment to a permit, certified filing, or
1-17     certificate of adjudication, authorizing an interbasin transfer of
1-18     water that is accepted for filing on or after the effective date of
1-19     this Act.
1-20           (b)  An application for a water right, or an amendment to a
1-21     permit, certified filing, or certificate of adjudication,
1-22     authorizing an interbasin transfer of water that is accepted for
1-23     filing before the effective date of this Act is governed by the law
1-24     in effect immediately before the effective date of this Act, and
1-25     the former law continues in effect for that purpose.
1-26           SECTION 3.  The importance of this legislation and the
1-27     crowded condition of the calendars in both houses create an
1-28     emergency and an imperative public necessity that the
1-29     constitutional rule requiring bills to be read on three several
1-30     days in each house be suspended, and this rule is hereby suspended,
1-31     and that this Act take effect and be in force from and after its
1-32     passage, and it is so enacted.
