 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the designation of a person to receive notice of
 1-9     utility service connections.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Subsection (a), Section 366.005, Health and
1-12     Safety Code, is amended to read as follows:
1-13           (a)  An electric utility shall compile a list weekly for each
1-14     county in this state of the addresses located in an unincorporated
1-15     area of the county at which the electric utility has made new
1-16     electric service connections during the preceding week.  The
1-17     electric utility shall submit the list to the county judge of the
1-18     county, or to a county officer or employee designated by the county
1-19     judge, who shall forward the list to each authorized agent having
1-20     jurisdiction over an area in which an address on the list is
1-21     included.  The authorized agent may use the list for the purpose of
1-22     implementing and enforcing rules under this chapter.  This section
1-23     does not apply to a reconnection of service to a location
1-24     previously served.
1-25           SECTION 2.  The importance of this legislation and the
1-26     crowded condition of the calendars in both houses create an
1-27     emergency and an imperative public necessity that the
1-28     constitutional rule requiring bills to be read on three several
1-29     days in each house be suspended, and this rule is hereby suspended,
1-30     and that this Act take effect and be in force from and after its
1-31     passage, and it is so enacted.
