AN ACT
 1-1     relating to the creation of a county court at law in Collin County.
 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3           SECTION 1.  Section 25.0451, Government Code,  is  amended
 1-4     to  read  as follows:
 1-5           Sec. 25.0451.  COLLIN COUNTY.  Collin County has the
 1-6     following statutory county courts:
 1-7                 (1)  County Court at Law No. 1 of Collin County;
 1-8                 (2)  County Court at Law No. 2 of Collin County;
 1-9                 (3)  County Court at Law No. 3 of Collin County; [and]
1-10                 (4)  County Court at Law No. 4 of Collin County; and
1-11                 (5)  County Court at Law No. 5 of Collin County.
1-12           SECTION 2.  The County Court at Law No. 5 of Collin County is
1-13     created and this Act takes effect September 1, 1999.
1-14           SECTION 3.  The importance of this legislation and the
1-15     crowded condition of the calendars in both houses create an
1-16     emergency and an imperative public necessity that the
1-17     constitutional rule requiring bills to be read on three several
1-18     days in each house be suspended, and this rule is hereby suspended.
