                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the budget for Texas Workforce Commission programs.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter D, Chapter 301, Labor Code, is amended
 1-5     by adding Section 301.068 to read as follows:
 1-6           Sec. 301.068.  BUDGET REPORT; LEGISLATIVE EVALUATION.
 1-7     (a)  The commission shall prepare a budget report and file it with
 1-8     the governor, lieutenant governor, and speaker of the house of
 1-9     representatives not later than December 31 of each even-numbered
1-10     year.
1-11           (b)  The report must include:
1-12                 (1)  a comparison of appropriated funds with those
1-13     actually spent on each commission program during the preceding
1-14     fiscal year;
1-15                 (2)  a comparison of appropriated funds with those in
1-16     the commission's budget for expenditure during the current fiscal
1-17     year; and
1-18                 (3)  an analysis of the commission's compliance with
1-19     Chapter 2101, Government Code, including the commission's
1-20     reconciliation of its accounting system with the uniform statewide
1-21     accounting system under Section 2101.031, Government Code.
1-22           (c)  The legislature shall consider the report when making
1-23     appropriations for the fiscal biennium following the biennium for
1-24     which the report is made.
 2-1           SECTION 2.  The importance of this legislation and the
 2-2     crowded condition of the calendars in both houses create an
 2-3     emergency and an imperative public necessity that the
 2-4     constitutional rule requiring bills to be read on three several
 2-5     days in each house be suspended, and this rule is hereby suspended.
