No. 228 76R2783 PB-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to a requirement that the Texas Workforce Commission 1-3 prepare a quarterly budget report. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter D, Chapter 301, Labor Code, is amended 1-6 by adding Section 301.0655 to read as follows: 1-7 Sec. 301.0655. BUDGET REPORT. (a) The commission shall 1-8 prepare for each quarter of the fiscal year a budget report that 1-9 contains budget information for: 1-10 (1) each program administered by the commission; 1-11 (2) strategies developed by the commission for 1-12 implementation of the commission's duties under this code and other 1-13 law; and 1-14 (3) any riders to the General Appropriations Act 1-15 proposed by the commission during that quarter for consideration 1-16 during the next legislative session. 1-17 (b) The budget report must include: 1-18 (1) by key and non-key output and outcome measures and 1-19 by program, the number of persons served by the commission and the 1-20 number of persons employed to provide each service; 1-21 (2) detailed information on the amount of the 1-22 commission's operating budget and actual expenditures; and 1-23 (3) for each local workforce development board, 1-24 detailed information on the board's budget allocations and 2-1 spending. 2-2 (c) Information included in the budget report shall be 2-3 presented in the format established in accounting policy standards 2-4 set by the comptroller. 2-5 (d) Not later than the last day of the first month after 2-6 each fiscal quarter, the commission shall submit the report to: 2-7 (1) the governor's office of budget and planning; 2-8 (2) the lieutenant governor; 2-9 (3) the speaker of the house of representatives; 2-10 (4) the chair of the senate finance committee; 2-11 (5) the chair of the house appropriations committee; 2-12 and 2-13 (6) the Legislative Budget Board. 2-14 SECTION 2. The Texas Workforce Commission shall submit the 2-15 initial budget report required under Section 301.0655, Labor Code, 2-16 as added by this Act, for the quarter beginning December 1, 1999. 2-17 SECTION 3. This Act takes effect September 1, 1999. 2-18 SECTION 4. The importance of this legislation and the 2-19 crowded condition of the calendars in both houses create an 2-20 emergency and an imperative public necessity that the 2-21 constitutional rule requiring bills to be read on three several 2-22 days in each house be suspended, and this rule is hereby suspended.
