                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to promotion of the purchase of specialized license
 1-3     plates.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 502, Transportation Code,
 1-6     is amended by adding Section 502.057 to read as follows:
 1-7           Sec. 502.057.  PROMOTION OF SPECIALIZED LICENSE PLATES.  The
 1-8     department shall develop and produce a brochure describing
 1-9     available specialized license plates and promoting the purchase of
1-10     the plates.  The department shall distribute the brochure to
1-11     persons registering vehicles and shall require that the brochure be
1-12     included in each mailed registration renewal notice.
1-13           SECTION 2.  Before January 1, 2001, the Texas Department of
1-14     Transportation shall submit to the lieutenant governor and the
1-15     speaker of the house of representatives a report including:
1-16                 (1)  an analysis of the effect on the sale of
1-17     specialized license plates of the promotional activities required
1-18     by Section 502.057, Transportation Code, as added by this Act; and
1-19                 (2)  recommendations to improve the marketing of
1-20     specialized license plates.
1-21           SECTION 3.  This Act takes effect September 1, 1999.
1-22           SECTION 4.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended.
