                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to enrichment curriculum requirements.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 28.002(d), Education Code, is amended to
 1-5     read as follows:
 1-6           (d)  The State Board of Education, after consulting with
 1-7     educators, parents, business and industry representatives, and
 1-8     employers, shall by rule identify the essential knowledge and
 1-9     skills of each subject of the enrichment curriculum that all
1-10     students should be able to demonstrate. As a condition of
1-11     accreditation, each district must provide instruction in the
1-12     essential knowledge and skills at appropriate grade levels, except
1-13     as provided by Section 28.004. [Each district shall use the
1-14     essential  knowledge and skills identified by the board as
1-15     guidelines in providing instruction in the enrichment curriculum.]
1-16           SECTION 2.  This Act applies beginning with the 1999-2000
1-17     school year.
1-18           SECTION 3.  The importance of this legislation and the
1-19     crowded condition of the calendars in both houses create an
1-20     emergency and an imperative public necessity that the
1-21     constitutional rule requiring bills to be read on three several
1-22     days in each house be suspended, and this rule is hereby suspended,
1-23     and that this Act take effect and be in force from and after its
1-24     passage, and it is so enacted.
