                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to substitute teachers employed by school districts.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter A, Chapter 21, Education Code, is
 1-5     amended by adding Section 21.0031 to read as follows:
 1-6           Sec. 21.0031.  SUBSTITUTE TEACHERS.  (a)  A person may not be
 1-7     employed as a substitute teacher by a school district unless the
 1-8     person:
 1-9                 (1)  is at least 21 years of age;
1-10                 (2)  has a high school diploma or the equivalent, such
1-11     as a high school equivalency certificate issued in accordance with
1-12     Section 7.111; and
1-13                 (3)  has completed, within the first six weeks of
1-14     employment, training provided by the district.
1-15           (b)  The State Board for Educator Certification shall propose
1-16     rules specifying guidelines for the training a person must receive
1-17     to serve as a substitute teacher.
1-18           SECTION 2.  (a)  Section 21.0031(a), Education Code, as added
1-19     by this Act, applies beginning with the 2000-2001 school year.
1-20           (b)  The State Board for Educator Certification shall propose
1-21     rules in accordance with Section 21.0031(b), Education Code, as
1-22     added by this Act, not later than June 1, 2000.
1-23           SECTION 3.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
 2-1     emergency and an imperative public necessity that the
 2-2     constitutional rule requiring bills to be read on three several
 2-3     days in each house be suspended, and this rule is hereby suspended,
 2-4     and that this Act take effect and be in force from and after its
 2-5     passage, and it is so enacted.
