AN ACT
 1-1     relating to the number of authorized defense projects within a
 1-2     defense readjustment zone.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 2310.303, Government Code, is amended to
 1-5     read as follows:
 1-6           Sec. 2310.303.  Prohibition on Qualified Business
 1-7     Certification.  If the department determines that the governing
 1-8     body of a readjustment zone is not complying with this chapter, the
 1-9     department shall prohibit the certification of a qualified business
1-10     in the zone until the department determines that the governing body
1-11     is complying with this chapter.  The department may not designate
1-12     more than six [two] businesses in a single readjustment zone as
1-13     defense readjustment projects.
1-14           SECTION 2.  This Act takes effect only if a specific
1-15     appropriation for the implementation of this Act is provided in
1-16     H.B. No. 1 (General Appropriations Act), Acts of the 76th
1-17     Legislature, Regular Session, 1999.  If no specific appropriation
1-18     is provided in H.B. No. 1, the General Appropriations Act, this Act
1-19     has no effect.
1-20           SECTION 3.  The importance of this legislation and the
1-21     crowded condition of the calendars in both houses create an
1-22     emergency and an imperative public necessity that the
1-23     constitutional rule requiring bills to be read on three several
1-24     days in each house be suspended, and this rule is hereby suspended.
