 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to the number of authorized defense projects within a
1-11     defense readjustment zone.
1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Section 2310.303, Government Code, is amended to
1-14     read as follows:
1-15           Sec. 2310.303.  Prohibition on Qualified Business
1-16     Certification.  If the department determines that the governing
1-17     body of a readjustment zone is not complying with this chapter, the
1-18     department shall prohibit the certification of a qualified business
1-19     in the zone until the department determines that the governing body
1-20     is complying with this chapter.  The department may not designate
1-21     more than six [two] businesses in a single readjustment zone as
1-22     defense readjustment projects.
1-23           SECTION 2.  This Act takes effect only if a specific
1-24     appropriation for the implementation of this Act is provided in
1-25     H.B. No. 1 (General Appropriations Act), Acts of the 76th
1-26     Legislature, Regular Session, 1999.  If no specific appropriation
1-27     is provided in H.B. No. 1, the General Appropriations Act, this Act
1-28     has no effect.
1-29           SECTION 3.  The importance of this legislation and the
1-30     crowded condition of the calendars in both houses create an
1-31     emergency and an imperative public necessity that the
1-32     constitutional rule requiring bills to be read on three several
1-33     days in each house be suspended, and this rule is hereby suspended.
