A BILL TO BE ENTITLED
AN ACT
1-1 relating to special license plates benefiting the Girl Scouts.
1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-3 SECTION 1. Subchapter F, Chapter 502, Transportation Code,
1-4 is amended by adding Section 502.2931 to read as follows:
1-5 Sec. 502.2931. GIRL SCOUT LICENSE PLATES. (a) The
1-6 department shall issue specially designed Girl Scout license plates
1-7 for passenger cars and light trucks.
1-8 (b) The license plates must include the words "Girl Scouts"
1-9 and be of a color, quality, and design approved by the Girl Scout
1-10 Councils of Texas.
1-11 (c) The department shall issue license plates under this
1-12 section to a person who:
1-13 (1) applies to the county assessor-collector of the
1-14 county in which the person resides on a form provided by the
1-15 department; and
1-16 (2) pays an annual fee of $30, in addition to the fee
1-17 prescribed by Section 502.161 or Section 502.162, and, if
1-18 personalized prestige license plates are issued, in addition to the
1-19 fee prescribed by Section 502.251.
1-20 (d) The department shall deposit $20 of each fee collected
1-21 under this section to the credit of the Girl Scout account in the
1-22 state treasury. Money in the account may be used only by the Texas
1-23 Higher Education Coordinating Board in making grants to benefit
1-24 educational projects sponsored or approved by the Girl Scout
2-1 Councils of Texas.
2-2 (e) The remainder of each fee collected under this section,
2-3 after deposit as provided by Subsection (d), shall be deposited to
2-4 the credit of the state highway fund and may be used only to defray
2-5 the cost of administering this section.
2-6 (f) If the owner of a vehicle registered under this section
2-7 disposes of the vehicle during the registration year, the owner
2-8 shall return the special license plates to the department.
2-9 SECTION 2. This Act takes effect September 1, 1999.
2-10 SECTION 3. The importance of this legislation and the
2-11 crowded condition of the calendars in both houses create an
2-12 emergency and an imperative public necessity that the
2-13 constitutional rule requiring bills to be read on three several
2-14 days in each house be suspended, and this rule is hereby suspended.
