                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to special license plates benefitting the Girl Scouts.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter F, Chapter 502, Transportation Code,
 1-5     is amended by adding Section 502.2931 to read as follows:
 1-6           Sec. 502.2931.  GIRL SCOUT LICENSE PLATES.  (a)  The
 1-7     department shall issue specially designed Girl Scout license plates
 1-8     for passenger cars and light trucks.
 1-9           (b)  The license plates must include the words "Girl Scouts."
1-10           (c)  The department shall design the license plates in
1-11     consultation with the Girl Scout Councils of Texas.
1-12           (d)  The department shall issue license plates under this
1-13     section to a person who:
1-14                 (1)  applies to the county assessor-collector of the
1-15     county in which the person resides on a form provided by the
1-16     department; and
1-17                 (2)  pays an annual fee of $30, in addition to the fee
1-18     prescribed by Section 502.161 or Section 502.162, and, if
1-19     personalized prestige license plates are issued, in addition to the
1-20     fee prescribed by Section 502.251.
1-21           (e)  The department shall deposit $20 of each fee collected
1-22     under this section to the credit of the Girl Scout account in the
1-23     state treasury.  Money in the account may be used by the Texas
1-24     Higher Education Coordinating Board in making grants to benefit
 2-1     educational projects sponsored by the Girl Scout Councils of Texas.
 2-2           (f)  The remainder of each fee collected under this section,
 2-3     after deposit as provided by Subsection (e), shall be deposited to
 2-4     the credit of the state highway fund and may be used only to defray
 2-5     the cost of administering this section.
 2-6           (g)  If license plates issued under this section are lost,
 2-7     stolen, or mutilated, the owner of the vehicle for which the
 2-8     license plates were issued may obtain replacement license plates
 2-9     from the department by paying a replacement fee of $5.  If the
2-10     owner of a vehicle registered under this section disposes of the
2-11     vehicle during the registration year, the owner shall return the
2-12     special license plates to the department.
2-13           SECTION 2.  This Act takes effect September 1, 1999.
2-14           SECTION 3.  The importance of this legislation and the
2-15     crowded condition of the calendars in both houses create an
2-16     emergency and an imperative public necessity that the
2-17     constitutional rule requiring bills to be read on three several
2-18     days in each house be suspended, and this rule is hereby suspended.
