No. 336 1-2 (In the Senate - Filed February 1, 1999; February 3, 1999, 1-3 read first time and referred to Committee on Intergovernmental 1-4 Relations; February 18, 1999, reported favorably by the following 1-5 vote: Yeas 5, Nays 0; February 18, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to certain lump-sum payments that are part of a county 1-9 employee's compensation. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 152.011, Local Government Code, is 1-12 amended to read as follows: 1-13 Sec. 152.011. COMPENSATION AMOUNT AND TYPE SET BY 1-14 COMMISSIONERS COURT. (a) The commissioners court of a county 1-15 shall set the amount of the compensation, office and travel 1-16 expenses, and all other allowances for county and precinct officers 1-17 and employees who are paid wholly from county funds. 1-18 (b) In an order setting the amount of compensation, the 1-19 commissioners court may include an allowance for a lump-sum payment 1-20 that is not part of a base salary for the purpose of recruitment, 1-21 retention, or rewarding performance. 1-22 SECTION 2. The importance of this legislation and the 1-23 crowded condition of the calendars in both houses create an 1-24 emergency and an imperative public necessity that the 1-25 constitutional rule requiring bills to be read on three several 1-26 days in each house be suspended, and this rule is hereby suspended, 1-27 and that this Act take effect and be in force from and after its 1-28 passage, and it is so enacted. 1-29 * * * * *
