 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the time at which the commissioners court of a county
 1-9     must hold a hearing on a proposed budget.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1.  Subsection (b), Section 111.038, Local Government
1-12     Code, is amended to read as follows:
1-13           (b)  The commissioners court shall hold the hearing on a day
1-14     within 10 [seven] calendar days after the date the proposed budget
1-15     is filed but before the last day of the first month of the fiscal
1-16     year.
1-17           SECTION 2.  Subsection (b), Section 111.067, Local Government
1-18     Code, is amended to read as follows:
1-19           (b)  The commissioners court shall hold the hearing on a day
1-20     within 10 [seven] calendar days after the date the proposed budget
1-21     is filed but before the last day of the first month of the fiscal
1-22     year.
1-23           SECTION 3.  The importance of this legislation and the
1-24     crowded condition of the calendars in both houses create an
1-25     emergency and an imperative public necessity that the
1-26     constitutional rule requiring bills to be read on three several
1-27     days in each house be suspended, and this rule is hereby suspended,
1-28     and that this Act take effect and be in force from and after its
1-29     passage, and it is so enacted.
