                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to graduate level instruction at Texas A&M University at
 1-2     Galveston.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subsection (a), Section 87.201, Education Code,
 1-5     is amended to read as follows:
 1-6           (a)  Texas A&M University at Galveston is a special purpose
 1-7     institution of higher education for undergraduate and graduate
 1-8     instruction in marine and maritime studies in science, engineering,
 1-9     and business and for research and public service related to the
1-10     general field of marine resources.  The institution is under the
1-11     management and control of the board of regents of The Texas A&M
1-12     University System, with degrees offered under the name and
1-13     authority of Texas A&M University at College Station.  The board of
1-14     regents of The Texas A&M University System shall have the authority
1-15     to designate Texas A&M University at Galveston as a branch of Texas
1-16     A&M University; however, such designation, if made, shall not
1-17     change the role and mission of Texas A&M University at Galveston as
1-18     specified in this section.
1-19           SECTION 2.  Texas A&M University at Galveston may offer
1-20     graduate instruction under Subsection (a), Section 87.201,
1-21     Education Code, as amended by this Act, only if the institution's
1-22     plans to offer graduate instruction have been reviewed and approved
1-23     by the Texas Higher Education Coordinating Board.
1-24           SECTION 3.  The importance of this legislation and the
 2-1     crowded condition of the calendars in both houses create an
 2-2     emergency and an imperative public necessity that the
 2-3     constitutional rule requiring bills to be read on three several
 2-4     days in each house be suspended, and this rule is hereby suspended,
 2-5     and that this Act take effect and be in force from and after its
 2-6     passage, and it is so enacted.
