No. 406 1-2 (In the Senate - Filed February 4, 1999; February 8, 1999, 1-3 read first time and referred to Committee on Education; 1-4 March 11, 1999, reported favorably by the following vote: Yeas 6, 1-5 Nays 0; March 11, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to academic testing of students in proprietary schools. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Section 132.063, Education Code, is amended to 1-11 read as follows: 1-12 Sec. 132.063. APPROVED DEGREES; ACADEMIC TESTING. (a) A 1-13 proprietary school may offer a degree approved by the Texas Higher 1-14 Education Coordinating Board. 1-15 (b) The Texas Higher Education Coordinating Board may not 1-16 require a student of a proprietary school to take or pass the test 1-17 adopted by the board under Section 51.306 or a similar test in 1-18 order to receive a degree. 1-19 SECTION 2. The importance of this legislation and the 1-20 crowded condition of the calendars in both houses create an 1-21 emergency and an imperative public necessity that the 1-22 constitutional rule requiring bills to be read on three several 1-23 days in each house be suspended, and this rule is hereby suspended, 1-24 and that this Act take effect and be in force from and after its 1-25 passage, and it is so enacted. 1-26 * * * * *
