                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the designation of January 17 as Dr. Hector P. Garcia
 1-3     Day.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 662.003(b), Government Code, is amended
 1-6     to read as follows:
 1-7           (b)  A state holiday includes only the following days:
 1-8                 (1)  the 17th day of January, "Dr. Hector P. Garcia
 1-9     Day";
1-10                 (2)  the 19th day of January, "Confederate Heroes Day,"
1-11     in honor of Jefferson Davis, Robert E. Lee, and other Confederate
1-12     heroes;
1-13                 (3) [(2)]  the second day of March, "Texas Independence
1-14     Day";
1-15                 (4) [(3)]  the 21st day of April, "San Jacinto Day";
1-16                 (5) [(4)]  the 19th day of June, "Emancipation Day in
1-17     Texas," in honor of the emancipation of the slaves in Texas in
1-18     1865;
1-19                 (6) [(5)]  the 27th day of August, "Lyndon Baines
1-20     Johnson Day," in observance of the birthday of Lyndon Baines
1-21     Johnson;
1-22                 (7) [(6)]  every day on which an election is held
1-23     throughout the state;
1-24                 (8) [(7)]  the Friday after Thanksgiving Day;
 2-1                 (9) [(8)]  the 24th day of December; and
 2-2                 (10) [(9)]  the 26th day of December.
 2-3           SECTION 2.  Section 662.021, Government Code, is amended to
 2-4     read as follows:
 2-5           Sec. 662.021.  DATES OF HOLIDAYS.  A legal holiday includes
 2-6     only the following days:
 2-7                 (1)  a national holiday under Section 662.003(a); and
 2-8                 (2)  a state holiday under Sections 662.003(b)(1)
 2-9     through (7) [(6)].
2-10           SECTION 3.  This Act takes effect September 1, 1999.
2-11           SECTION 4.  The importance of this legislation and the
2-12     crowded condition of the calendars in both houses create an
2-13     emergency and an imperative public necessity that the
2-14     constitutional rule requiring bills to be read on three several
2-15     days in each house be suspended, and this rule is hereby suspended.
