                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the designation of a registration period of less than
 1-3     12 months by the owner of a motor vehicle or a trailer.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter D, Chapter 502, Transportation Code,
 1-6     is amended by adding Section 502.1585 to read as follows:
 1-7           Sec. 502.1585.  DESIGNATION OF REGISTRATION PERIOD BY OWNER.
 1-8     (a)  Notwithstanding Section 502.158, the owner of a motor vehicle
 1-9     or a trailer may designate a registration period for that vehicle
1-10     of less than 12 months.
1-11           (b)  A registration period designated under this section must
1-12     begin on the first day of a calendar month and end on the last day
1-13     of a calendar month.
1-14           (c)  The registration fee for a registration period
1-15     designated under this section is computed at a rate of one-twelfth
1-16     the annual registration fee multiplied by the number of months in
1-17     the designated registration period.
1-18           SECTION 2.  This Act takes effect September 1, 1999.
1-19           SECTION 3.  The importance of this legislation and the
1-20     crowded condition of the calendars in both houses create an
1-21     emergency and an imperative public necessity that the
1-22     constitutional rule requiring bills to be read on three several
1-23     days in each house be suspended, and this rule is hereby suspended.
