                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the payment of certain motor vehicle registration fees
 1-3     for a period longer than 12 months.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 502.158(c), Transportation Code, is
 1-6     amended to read as follows:
 1-7           (c)  The department may designate a registration period of
 1-8     less than 12 months.  The registration fee for a registration
 1-9     period of less than 12 months is computed at a rate of one-twelfth
1-10     the annual registration fee multiplied by the number of months in
1-11     the registration period.  The department may not designate a
1-12     registration period of more than 12 months, but:
1-13                 (1)  with the consent of the department, an owner may
1-14     pay registration fees for a designated period of more than 12
1-15     months; and
1-16                 (2)  an owner of a passenger car or light truck [that
1-17     has not been previously registered in this or another state and is
1-18     of the current or preceding model year] may pay registration fees
1-19     for a designated period of 12, 24, or 36 months.
1-20           SECTION 2.  This Act takes effect September 1, 1999.
1-21           SECTION 3.  The importance of this legislation and the
1-22     crowded condition of the calendars in both houses create an
1-23     emergency and an imperative public necessity that the
1-24     constitutional rule requiring bills to be read on three several
 2-1     days in each house be suspended, and this rule is hereby suspended.
