                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to a state agency's strategic plan for serving geographic
 1-2     regions of the state, including the border region.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subsections (b) and (e), Section 2056.002,
 1-5     Government Code, are amended to read as follows:
 1-6           (b)  The Legislative Budget Board and the Governor's Office
 1-7     of Budget and Planning shall determine the elements required to be
 1-8     included in each agency's strategic plan.  Unless modified by the
 1-9     Legislative Budget Board and the Governor's Office of Budget and
1-10     Planning, and except as provided by Subsection (c), a plan must
1-11     include:
1-12                 (1)  a statement of the mission and goals of the state
1-13     agency;
1-14                 (2)  a description of the indicators developed under
1-15     this chapter and used to measure the output and outcome of the
1-16     agency;
1-17                 (3)  identification of the groups of people served by
1-18     the agency, including those having service priorities, or other
1-19     service measures established by law, and estimates of changes in
1-20     those groups expected during the term of the plan;
1-21                 (4)  an analysis of the use of the agency's resources
1-22     to meet the agency's needs, including future needs, and an estimate
1-23     of additional resources that may be necessary to meet future needs;
1-24                 (5)  an analysis of expected changes in the services
 2-1     provided by the agency because of changes in state or federal law;
 2-2                 (6)  a description of the means and strategies for
 2-3     meeting the agency's needs, including future needs, and achieving
 2-4     the goals established under Section 2056.006 for each area of state
 2-5     government for which the agency provides services;
 2-6                 (7)  a description of the capital improvement needs of
 2-7     the agency during the term of the plan and a statement, if
 2-8     appropriate, of the priority of those needs; [and]
 2-9                 (8)  identification of each geographic region of this
2-10     state, including the border region, served by the agency and, if
2-11     appropriate, the agency's means and strategies for serving each
2-12     region; and
2-13                 (9)  other information that may be required.
2-14           (e)  In this section:
2-15                 (1)  "Capital[, "capital] improvement" means any
2-16     building or infrastructure project that will be owned by the state
2-17     and built with direct appropriations or with the proceeds of
2-18     state-issued bonds or paid from revenue sources other than general
2-19     revenue.
2-20                 (2)  "Border region" means the area consisting of the
2-21     counties of Atascosa, Bandera, Bexar, Brewster, Brooks, Cameron,
2-22     Crockett, Culberson, Dimmit, Duval, Edwards, El Paso, Frio,
2-23     Hidalgo, Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kerr,
2-24     Kimble, Kinney, Kleberg, La Salle, Live Oak, Maverick, McMullen,
2-25     Medina, Nueces, Pecos, Presidio, Real, Reeves, San Patricio, Starr,
2-26     Sutton, Terrell, Uvalde, Val Verde, Webb, Willacy, Zapata, and
 3-1     Zavala.
 3-2           SECTION 2.  This Act takes effect September 1, 1999.
 3-3           SECTION 3.  The importance of this legislation and the
 3-4     crowded condition of the calendars in both houses create an
 3-5     emergency and an imperative public necessity that the
 3-6     constitutional rule requiring bills to be read on three several
 3-7     days in each house be suspended, and this rule is hereby suspended.
