                                A BILL TO BE ENTITLED
                                       AN ACT
1-1 relating to requiring citizenship as a prerequisite to obtaining a
1-2 license from the Commission on Law Enforcement Officer Standards
 1-3 and Education.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Subchapter C, Chapter 415, Government Code, is
1-6 amended by adding Section 415.0591 to read as follows:
 1-7 Sec. 415.0591. CITIZENSHIP REQUIREMENT. (a) A person must
1-8 be a United States citizen to obtain a license to be an officer,

1-10 establish procedures for proving citizenship.
1-11 (b) A person who holds a license on September 1, 1999, is
1-12 not subject to Subsection (a) while that license is in effect.
1-13 SECTION 2. This Act takes effect September 1, 1999.
1-14 SECTION 3. The importance of this legislation and the
1-15 crowded condition of the calendars in both houses create an
1-16 emergency and an imperative public necessity that the
1-17 constitutional rule requiring bills to be read on three several
1-18 days in each house be suspended, and this rule is hereby suspended.
