No. 534 1-2 (In the Senate - Filed February 16, 1999; February 17, 1999, 1-3 read first time and referred to Committee on Criminal Justice; 1-4 April 23, 1999, reported favorably by the following vote: Yeas 7, 1-5 Nays 0; April 23, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to requiring citizenship as a prerequisite to obtaining a 1-9 license from the Commission on Law Enforcement Officer Standards 1-10 and Education. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Subchapter C, Chapter 415, Government Code, is 1-13 amended by adding Section 415.0591 to read as follows: 1-14 Sec. 415.0591. CITIZENSHIP REQUIREMENT. (a) A person must 1-15 be a United States citizen to obtain a license to be an officer, 1-16 county jailer, or public security officer. The commission shall 1-17 establish procedures for proving citizenship. 1-18 (b) A person who holds a license on September 1, 1999, is 1-19 not subject to Subsection (a) while that license is in effect. 1-20 SECTION 2. This Act takes effect September 1, 1999. 1-21 SECTION 3. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 1-25 days in each house be suspended, and this rule is hereby suspended. 1-26 * * * * *
