                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to training requirements for certain child-care providers.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 42.0426, Human Resources Code, is amended
 1-5     to read as follows:
 1-6           Sec. 42.0426.  TRAINING OF PERSONNEL.  (a)  A licensed
 1-7     facility shall provide:
 1-8                 (1)  eight hours of initial training for a staff member
 1-9     who has no previous employment experience in a licensed child-care
1-10     facility; and
1-11                 (2)  15 hours of annual training for each staff member.
1-12           (b)  The initial and annual training required by Subsection
1-13     (a)  must include training for staff members in:
1-14                 (1)  the recognition of symptoms of child abuse,
1-15     neglect, and sexual molestation and the responsibility and
1-16     procedure of reporting suspected occurrences of child abuse,
1-17     neglect, and sexual molestation to the department or other
1-18     appropriate entity;
1-19                 (2)  the application of first aid; and
1-20                 (3)  the prevention and spread of communicable
1-21     diseases.
1-22           (c)  A licensed facility shall provide training regarding
1-23     infant care to staff members who provide care for infants or
1-24     toddlers.  The infant care training must include one hour of
 2-1     initial training in addition to the training required by Subsection
 2-2     (a)(1) and one hour of annual training as a component of the
 2-3     training required by Subsection (a)(2) on:
 2-4                 (1)  recognizing and preventing shaken baby syndrome;
 2-5                 (2)  preventing sudden infant death syndrome;
 2-6                 (3)  coping with crying infants; and
 2-7                 (4)  understanding early childhood brain development.
 2-8           SECTION 2.  This Act takes effect September 1, 1999.
 2-9           SECTION 3.  The importance of this legislation and the
2-10     crowded condition of the calendars in both houses create an
2-11     emergency and an imperative public necessity that the
2-12     constitutional rule requiring bills to be read on three several
2-13     days in each house be suspended, and this rule is hereby suspended.
