                                A BILL TO BE ENTITLED
                                       AN ACT
1-1 relating to student fees charged by Texas Tech University.
1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3 SECTION 1. Subsection (a), Section 54.524, Education Code,
1-4 is amended to read as follows:
1-5 (a) The board of regents of Texas Tech University may levy a
1-6 regular fixed student fee not to exceed $75 [$50] per student for
1-7 each semester of the long session and not to exceed $37.50 [$25]
1-8 per student for each term of the summer session, or any fractional
1-9 part thereof, as may in their discretion be just and necessary for
1-10 the sole purpose of operating, maintaining, and improving the
1-11 University Center. The amount of the fee may be changed at any
1-12 time within the limits specified in order to provide sufficient
1-13 funds to support the center, but any increase in the fee of more
1-14 than 10 percent from one academic year to the next must be approved
1-15 by a majority vote of those students participating in a general
1-16 election called for that purpose or by a majority vote of the
1-17 student government.
1-18 SECTION 2. This Act applies beginning with the fall semester
1-19 of 1999.
1-20 SECTION 3. The importance of this legislation and the
1-21 crowded condition of the calendars in both houses create an
1-22 emergency and an imperative public necessity that the
1-23 constitutional rule requiring bills to be read on three several
1-24 days in each house be suspended, and this rule is hereby suspended,
2-1 and that this Act take effect and be in force from and after its
2-2 passage, and it is so enacted.
