 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to student fees charged by Texas Tech University.
 1-9           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-10           SECTION 1.  Subsection (a), Section 54.524, Education Code,
1-11     is amended to read as follows:
1-12           (a)  The board of regents of Texas Tech University may levy a
1-13     regular fixed student fee not to exceed $75 [$50] per student for
1-14     each semester of the long session and not to exceed $37.50 [$25]
1-15     per student for each term of the summer session, or any fractional
1-16     part thereof, as may in their discretion be just and necessary for
1-17     the sole purpose of operating, maintaining, and improving the
1-18     University Center.  The amount of the fee may be changed at any
1-19     time within the limits specified in order to provide sufficient
1-20     funds to support the center, but any increase in the fee of more
1-21     than 10 percent from one academic year to the next must be approved
1-22     by a majority vote of those students participating in a general
1-23     election called for that purpose or by a majority vote of the
1-24     student government.
1-25           SECTION 2.  This Act applies beginning with the fall semester
1-26     of 1999.
1-27           SECTION 3.  The importance of this legislation and the
1-28     crowded condition of the calendars in both houses create an
1-29     emergency and an imperative public necessity that the
1-30     constitutional rule requiring bills to be read on three several
1-31     days in each house be suspended, and this rule is hereby suspended,
1-32     and that this Act take effect and be in force from and after its
1-33     passage, and it is so enacted.
