No. 565 A BILL TO BE ENTITLED AN ACT 1-1 relating to the creation of a sex offender compliance unit in the 1-2 Texas Department of Public Safety. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Subchapter A, Chapter 411, Government Code, is 1-5 amended by adding Section 411.0098 to read as follows: 1-6 Sec. 411.0098. SEX OFFENDER COMPLIANCE UNIT. (a) The 1-7 director shall create a sex offender compliance unit to be operated 1-8 by the department. 1-9 (b) The sex offender compliance unit shall investigate and 1-10 arrest individuals determined to have committed a sexually violent 1-11 offense, as defined by Article 62.01, Code of Criminal Procedure. 1-12 (c) The legislature may appropriate funds to the department 1-13 from the fugitive apprehension account for the purpose of paying 1-14 the costs to the department of implementing this section. 1-15 (d) The department may adopt rules as necessary to implement 1-16 this section. 1-17 SECTION 2. Except as provided by Section 3 of this Act, this 1-18 Act takes effect September 1, 1999. 1-19 SECTION 3. This Act takes effect only if a specific 1-20 appropriation for the implementation of this Act is provided in 1-21 H.B. No. 1 (General Appropriations Act), Acts of the 76th 1-22 Legislature, Regular Session, 1999. If no specific appropriation 1-23 is provided in H.B. No. 1, the General Appropriations Act, this Act 1-24 has no effect. 2-1 SECTION 4. The importance of this legislation and the 2-2 crowded condition of the calendars in both houses create an 2-3 emergency and an imperative public necessity that the 2-4 constitutional rule requiring bills to be read on three several 2-5 days in each house be suspended, and this rule is hereby suspended.
