No. 565 1-2 (In the Senate - Filed February 17, 1999; February 18, 1999, 1-3 read first time and referred to Committee on Criminal Justice; 1-4 April 19, 1999, reported favorably by the following vote: Yeas 6, 1-5 Nays 0; April 19, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the creation of a sex offender compliance unit in the 1-9 Texas Department of Public Safety. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subchapter A, Chapter 411, Government Code, is 1-12 amended by adding Section 411.0098 to read as follows: 1-13 Sec. 411.0098. SEX OFFENDER COMPLIANCE UNIT. (a) The 1-14 director shall create a sex offender compliance unit to be operated 1-15 by the department. 1-16 (b) The sex offender compliance unit shall investigate and 1-17 arrest individuals determined to have committed a sexually violent 1-18 offense, as defined by Article 62.01, Code of Criminal Procedure. 1-19 (c) The legislature may appropriate funds to the department 1-20 from the fugitive apprehension account for the purpose of paying 1-21 the costs to the department of implementing this section. 1-22 (d) The department may adopt rules as necessary to implement 1-23 this section. 1-24 SECTION 2. This Act takes effect September 1, 1999. 1-25 SECTION 3. The importance of this legislation and the 1-26 crowded condition of the calendars in both houses create an 1-27 emergency and an imperative public necessity that the 1-28 constitutional rule requiring bills to be read on three several 1-29 days in each house be suspended, and this rule is hereby suspended. 1-30 * * * * *
